Queen Alia International Airport

Queen Alia International Airport (QAIA), located south of Amman, Jordan, was inaugurated in 1983. The new terminal, designed by Foster + Partners, increased the airport capacity from 3.5M to 12M passengers with the inauguration of phase 2 on September 5, 2016. The terminal building and adjacent aircraft parking cover an area of 50 hectares.

The construction of this terminal was delivered under a Public-Private Partnership Agreement (Rehabilitation Expansion and Operation Agreement-REOA). WSP | Parsons Brinckerhoff was appointed in late 2007 as the Independent Engineer in this project.

CLIENT OBJECTIVE

The objective of Airport International Group (AIG), the Jordanian company responsible for the operation of QAIA, is for the airport to rank among the world’s 20 best airports in its category, while enhancing customer service and operational performance. These improvements are part of the Country’s National Tourism Strategy. The 2011-2015 strategy was to among other objectives, to improve the quality of the visitor experience at national and regional airports.

APPROACH

WSP | Parsons Brinckerhoff maintained a full-time presence on site supported by aviation specialists in the UK and other offices worldwide.

We provided expert technical opinion and advice on both airport design and construction-related matters. We also ensured that the completed terminal met the client’s requirements and that any proposed changes to the project scope or specifications were appropriate and consistent with the terms of the REOA.

We monitored construction progress and formally reported to our clients on a monthly basis. Finally, we acted as the arbiter in the case of disputes between the Grantor (Government of Jordan) and the Investor (AIG).

We work in a joint venture with Jordan-based Consolidated Consultants, who provide local staffing, resources and technical support.

OUTCOME

Phase 1 of the new terminal was opened in March 2013, which increased passenger capacity to 9 million people. Now with phase 2 completed, the capacity has been further increased to 12 million passengers.

In 2016, Queen Alia International Airport became the first airport in the Middle East to earn the third level of Airport Carbon Accreditation (the Optimisation Level). To reach this level you need third party engagement in carbon footprint reduction, as all requirements of Mapping and Reduction have been fulfilled.  

These improvements now allow the airport to accommodate large aircraft, including the world’s largest airplane, the double-deck Airbus A380.
