B-BBEE (Broad-Based Black Economic Employment)

While we form part of WSP one of the world’s leading professional services firms, we are also committed to transformation in our Africa operational region, through a Broad Based Black Economic Empowerment (B-BBEE) ownership and having achieved a Level 3 BBBEE rating in South Africa. This rating compares very favourably with our competitors in the South African market, being higher than those attained by a considerable number of these competing companies.


BBBEE and the scorecard

The Act, no 53 of 2003 – The Broad-Based Black Economic Employment Act, 2003 – was promulgated on the 9th of February 2004. One of the stated objectives of the Act is to, “achieve a substantial change in the racial composition of ownership and management structures and in the skilled occupations of existing and new enterprises”. 

A structured method of assessing businesses on the basis of a scorecard prevails and within specific sectors, Sector Charters have been published detailing the sectors’ commitment to achieving implementation of the Act. 

Currently, WSP Africa is assessed based on the Construction Charter which was published in 2006. This charter was based on a four and seven year horizon with increasing targets. We are rated on our Ownership, Management Control, Employment Equity, Skills Development, Preferential Procurement, Enterprise Development, and Socio-Economic Development.
