Jim Pattison Outpatient Care & Surgery Centre, Surrey

Provided electrical and IT services as part of the new $240 million state-of-the-art health care facility.

Our client’s challenge

The 188,000 sq.ft. (26,932 m²) Jim Pattison Outpatient Care and Surgery Centre is part of Fraser Health’s plan to better meet health care needs in the region. The facility helps to address hospital congestion and the long-term service capacity of the community.

Our approach

The Fraser Health project was undertaken by WSP as a consultant to the By-Bird Consortium. It involved the construction of a completely new health care facility.

WSP provided both electrical and IT consulting services:

  • The electrical work involved new incoming HV power feed, two cast coil 1500/2000KVA copper transformers, two 600KW emergency generators with one close transition ATS for vital, one open transition ATS for delayed vital power and manual transfer switch for conditional power.
  • The project consisted of Lab, pharmacy on main floor, diagnostic imaging on 2nd floor with state of the arts DI equipment, exam/treatment rooms on third floor and high-tech operating rooms on the 4th floor.
  • The latest technology in security, nurse call system, and communications were implemented in this project. IP security cameras, wireless mobile phones, high-end nurse call system, wired and wireless panic duress system integrated on Connex. APP platform.


The project was delivered as a Public-Private Partnership, and was completed in June 2011. The facility achieved Leadership in Energy and Environmental Design (LEED®) Gold certification.
