Building Condition Assessment Surveys


The objective of the New York City School Construction Authority (NYC-SCA) and the Department of Education’s Division of School Facilities is to provide a baseline building condition assessment survey (BCAS) for over 1,500 school facilities throughout the city. The system includes school buildings, administrative buildings, leased facilities, annexes, mini schools and temporary buildings. 

WSP USA, in joint venture, is performing condition assessments, providing project management and database development in its fourth consecutive contract with the NYC-SCA. The project includes the inspection of over 1,500 facilities covering approximately 130 million square feet (12,077,395 square meters) of space. Systems inspected include exterior facades; roofs; interiors; structures; electrical; HVAC, plumbing and fire/life safety; vertical transportation; site and utilities. We also provide reporting and cost estimating. 

To develop the highest quality data, we train architects and engineers in our inspection methodology and the use of handheld computers to record findings. Field information is stored in an informational database from which we can generate reports for quality assurance/quality control and client review. We also provide scheduling for the project, including notification to and communication with school principals, custodians, plant managers and district superintendents. Our lead staff has expertise in reviewing historical data and conducting trend analysis as part of the final executive report. 

The BCAS data fulfills state law requirements for inspections, and since 1997 the data has formed the basis of capital planning over several multi-billion dollar programs.
