Dominion Boulevard Projects

WSP USA is providing preliminary and final design of approximately 5 miles (8 kilometers) of roadway and bridge improvements along Dominion Boulevard/US 17 from existing improved US 17 (2.6 miles/4.1 kilometers south of Cedar Road) to the I-64/I-464/Oak Grove Connector Interchange, a major urban arterial in the city of Chesapeake, Virginia.


The project involves converting Dominion Boulevard, currently a two-lane, rural roadway, into a four-lane limited access principal arterial throughout the project limits. This requires construction of interchanges at the intersections of Dominion Boulevard with Great Bridge Boulevard, Bainbridge Boulevard and Cedar Road, as well as frontage roads and access roads required in conjunction with the construction of these interchanges. The project also involves replacing the existing bascule bridge over the Atlantic Intracoastal Waterway (AIW) with a 1-mile- (1.6-kilometer-) long, high-level fixed span providing 95 feet (29 meters) of vertical clearance. In addition to the final plans for the main span, WSP prepared final plans for seven other along the alignment. 

WSP prepared an Environmental Assessment (EA) in accordance with the National Environmental Policy Act (NEPA) in the preliminary phase. 

Traffic efforts included operation analysis of the project corridor, travel demand forecasting, and modeling and design efforts for interim and long term improvements. Traffic design included signing, striping, signalization and maintenance of traffic plans. Other design elements included hydraulics and hydrology, scour analysis, vessel collision analysis and design, and coordination with US Coast Guard, Virginia Marine Resources Commission, the Mariners Association, the Virginia Department of Transportation, and the Federal Highway Administration.
