Guide to Systems Operations and Management


Systems operations and management is a set of strategies to “manage” traffic congestion and incidents by anticipating and minimizing their impacts. However, implementing these strategies presents unique challenges to transportation agency management. Given the constraints on adding new capacity, improving the operations and management of the roadway system to minimize the impact of congestion is increasingly important.

WSP USA led a team that developed a guide for state departments of transportation (DOT) to improve and "mainstream" systems operations and management into their formal core programs. This online tool uses self-evaluation and best practice experience to identify key program, process, and institutional preconditions to achieve effective systems operations and management, and to develop action plans for incremental improvement of the required capabilities.

The guide is based on a review of state DOT practice and interviews with key state DOT staff. It is the National Cooperative Highway Research Program’s first fully web-based product.
