Illiana Expressway

WSP USA has been retained by the Illinois Department of Transportation (IDOT) to prepare a tiered environmental impact statement (EIS) and provide preliminary engineering studies for the Illiana Expressway. This expressway provides an opportunity to increase transportation capacity for Will County, Illinois, the southern suburbs of Chicago and northwest Indiana.

During Tier 1, WSP’s responsibilities were to identify transportation needs, develop and evaluate alternatives for all transportation modes and recommend the selection of a preferred alternative at a conceptual level of detail. The preferred alternative identified in Tier 1, as well as additional options and a no-build alternative, will be subjected to further examination in Tier 2, which involves a more detailed level of environmental and engineering studies.

The Tier 1 EIS was completed in 21 months, the fastest schedule ever attempted in either Illinois or Indiana for a tiered EIS. As prime consultant, WSP is managing more than a dozen subconsultants and leading the environmental documentation, public involvement activities, resource agency coordination, engineering activities and development of cost estimates. 

IDOT and the Indiana Department of Transportation (INDOT) are seeking to develop the 47-mile tolled expressway as a public-private partnership (P3) project—the first time this approach has been used by Illinois. WSP will provide coordination expertise in bidding for and selecting the services of a P3 developer for the project.
