Indian River Road/Kempsville Road Intersection Improvements


Indian River Road and Kempsville Road, Virginia Beach

WSP USA provided the preliminary design for a non-traditional intersection at Indian River Road and Kempsville Road in Virginia Beach, Virginia, and the final design and supporting construction. This section includes a six-lane divided highway on Indian River Road and a four-lane divided highway on Kempsville Road, which included indirect left turns from Indian River Road and displaced left turns from Kempsville Road. 

The scope of services included roadway alignment and design elements, traffic signalization, signs and signal plans, environmental permitting, surveying, storm water management, public utility and private utility coordination, street lighting, geotechnical borings and analysis, public involvement, landscaping, development of construction contract documents, construction phase services, and right-of-way acquisition services. The project also included landscaping and aesthetic design features for the project area, approximately 800 feet along each approach. 

We also provided an evaluation of the required National Environmental Protection Act of 1969 NEPA documentation (Programmatic Categorical Exclusion or Categorical Exclusion) and preparation and submittal of the documentation to Virginia Department of Transportation and the Federal Highway Administration. The NEPA documentation included air quality analysis.
