The National Oceanic and Atmospheric Administration is a government organization that warns of dangerous weather, charts seas and skies, guides the use and protection of ocean and coastal resources, and conducts research to improve understanding and stewardship of the environment.

Located in Pearl Harbor, the new Pacific Region Research Center showcases sustainable adaptive reuse of two WWII-era hangars directly involved in the 1941 attacks on Pearl Harbor. The program calls for a marine animal research facility and includes multiple laboratories, open/private offices, administrative support areas, food service areas, exhibition spaces, an auditorium, training rooms, a library, and a computer room/data center.

Spaces are expected to total 300,000 gsf. The project has set a goal of attaining a minimum LEED® Gold certification. The building uses the Hawaiian trade winds and air buoyancy instead of fans to generate ventilation; the temperate waters of the ocean to provide cooling and fresh water; and the sun to provide natural light without discomfort.
