Ras Laffan C IWPP, Qatar

Ras Laffan C is an independently owned water and power plant (IWPP) with a combined cycle capacity of 2,730 MW of electricity and 63 million imperial gallons of water per day (286,400 cubic meters per day) of desalinated water. This major project – among the Middle East’s largest – can supply approximately 30 percent of Qatar’s electricity and 20 percent of its potable water demands per day.

WSP | Parsons Brinckerhoff was owner’s engineer for a range of services including design review, schedule review, factory acceptance tests, site construction and commissioning services, and performance and reliability testing.


The major items of plant consist of eight Mitsubishi M701F3 gas turbine generators and Siemens / Koncar power transformers, along with eight Doosan heat recovery steam generators. There are four Mitsubishi steam turbines generators and Siemens / Koncar transformers; and 10 Sidem multi-effect desalination units with potabilization plant and reservoirs.

There is a 400 kV gas-isolated switchgear (GIS) substation with ABB switchgear, and 220 kV and 132 kV GIS substations. The 400 kV substation is the largest in the world, with 31 bays of GIS switchgear within a building measuring 531 feet (162 meters) long, 52 feet (16 meters) wide and 52 feet (16 meters) high.
